Prevent 2 campaigns from showing at the same time
ActionPop doesn't pick a winner for you. If 2 campaigns both become eligible for the same visitor on the same page at the same time, both can open. Ever had a visitor stack a spin-to-win on top of a welcome popup? There is no setting that picks one for you. The fix is making sure only one of them can qualify for that visitor at once.
Start with triggers and targeting
Most overlap comes from 2 campaigns aimed at the same moment without meaning to. A welcome popup firing On Page Load and an exit-intent offer firing On Exit Intent will happily open back to back for the same first-time visitor if nothing tells them apart.
Give each campaign its own lane instead of a shared one. Set Visitors Type to New on one and Returning on the other. Or separate them with URL Rules, so one only runs on your homepage and the other only on product pages.
The narrower each campaign's targeting is, the less often 2 of them sit there eligible for the same person at once.
Overlapping campaigns
Sometimes you can't cleanly separate them. Same page, same audience. You just don't want both at once.
That's what Campaign Activities Filtering is for. Set your second campaign to only show to a visitor who hasn't seen the first one yet. You've effectively put them in order: the first one gets the visitor's attention, and the second steps in only once the first is out of the picture.
Embeds and launchers are a different case
None of this applies to a campaign set to show as an embed or a launcher. Neither one interrupts the page the way a popup does.
An embed sits quietly inside your page content, and a launcher waits in the corner until someone opens it. Having one of those live alongside a popup isn't the same collision as 2 popups competing for the same moment.
